
NEW DELHI: In a significant step towards strengthening India’s medical technology ecosystem, the Yamuna Expressway Industrial Development Authority (YEIDA) has signed a Memorandum of Understanding (MoU) with Medical Excellence Japan (MEJ), a prominent Japanese organisation dedicated to advancing healthcare expertise and international collaboration.
The agreement, signed on Wednesday, aims to drive research and development (R&D), attract foreign investment, facilitate technology transfer, and position YEIDA’s dedicated Medical Devices Park as a preferred destination for Japanese firms in the sector.
Key Details of the Collaboration
Rakesh Kumar Singh, CEO of YEIDA, and Dr. Kenji Shibuya, CEO of MEJ, inked the pact at YEIDA’s Sector Omega I office in Greater Noida.
YEIDA CEO Rakesh Kumar Singh said, “Recognising the significant role of the healthcare devices sector in improving healthcare delivery, enhancing patient outcomes, and fostering economic growth, YEIDA and MEJ seek to establish a structured framework for collaboration.”
“As per the agreement, the authority will contribute by providing the necessary infrastructure, regulatory facilitation, and investment support within the Medical Device Park in the authority’s area. The agreement will include land allocation, utilities, and policy incentives for investors. MEJ will bring in technical expertise, facilitate the involvement of Japanese medical technology firms, support research collaborations, and assist in knowledge transfer and capacity-building initiatives,” the CEO told HT.
According to officials, the MoU establishes a structured framework for cooperation focused on innovation, investment promotion, and knowledge exchange in the medical devices industry. YEIDA will provide essential infrastructure, regulatory facilitation, and investment incentives within its Medical Devices Park, including land allocation, utilities, and policy support for potential investors.
In return, MEJ will contribute technical expertise, facilitate the participation of Japanese medical technology companies, support joint research collaborations, and aid in knowledge transfer and capacity-building programs.
Both parties have also expressed willingness to explore financial commitments, such as direct investments, joint funding initiatives, and grants, in line with their respective policies and available resources.
A joint working group comprising representatives from both organisations will be formed to monitor implementation, address challenges, and ensure steady progress.
Boost for YEIDA’s Medical Devices Park
The partnership is expected to accelerate development at YEIDA’s 350-acre Medical Devices Park in Sector 28, strategically located near the Noida International Airport (Jewar). The park is envisioned as a major manufacturing and innovation hub for medical equipment, aligning with national goals like ‘Make in India’ and Atmanirbhar Bharat.
Officials noted that the collaboration will include activities such as information sharing about the park as an investment destination, organisation of seminars, workshops, and trade missions, and targeted support for startups in the medical devices space.
Key reasons why the airport location matters:
Global Logistics & Exports: Medical devices require fast, reliable, and often temperature-controlled international shipping. Direct access to an international airport significantly reduces time and cost for exports to Europe, Middle East, Africa, and Southeast Asia.
Attracting Japanese and Global Investors: Japanese firms prioritise efficient supply chains. The airport makes the park highly attractive for setting up manufacturing, R&D, and distribution centres.
Integrated Economic Ecosystem: Jewar Airport is the anchor for a larger industrial and logistics hub along the Yamuna Expressway. The Medical Devices Park benefits from excellent road connectivity (Yamuna Expressway), proximity to Delhi-NCR markets, and upcoming infrastructure.
What Lies Ahead
This initiative comes at a time when India is actively seeking to reduce import dependence in critical healthcare technologies and enhance exports. Japanese expertise in high-quality medical devices is seen as a valuable catalyst for elevating standards and fostering joint ventures with Indian manufacturers.
YEIDA officials highlighted that the MoU leverages the strengths of both sides to improve healthcare delivery, patient outcomes, and economic growth in the region. Singh emphasised the role of the healthcare devices sector in these areas.
The development follows earlier engagements, including visits by MEJ delegations to finalise details of the partnership.
This collaboration is expected to draw significant Japanese investment into Uttar Pradesh, create skilled employment opportunities, and contribute to the growth of a robust med-tech ecosystem around the Jewar airport node.
