
NEW DELHI, 20 January 2026: India on Tuesday launched the Responsible Nations Index (RNI) 2026, a first-of-its-kind global ranking that measures how countries exercise power ethically and responsibly towards their citizens, the environment and the international community. The index was unveiled at the Dr Ambedkar International Centre in New Delhi by former President Ram Nath Kovind, who described the initiative as an effort to elevate ethical governance over traditional measures of power.
The framework was developed by the Delhi-based World Intellectual Foundation (WIF) in academic collaboration with Jawaharlal Nehru University (JNU) and methodological validation from Indian Institute of Management (IIM) Mumbai. The RNI covers 154 countries worldwide and is based on widely accepted international data sources including the World Bank, United Nations specialised agencies and the World Justice Project.
India’s ranking in the inaugural edition reflects its performance across governance quality, social responsibility, environmental stewardship and contributions to peace and global cooperation. With an overall score of 0.551513, India stands at 16th place globally, ahead of major powers such as the United States (66th) and China (68th). Singapore leads the global table with a score of 0.61945, followed by Switzerland and Denmark in second and third places respectively.
The Responsible Nations Index seeks to shift the global discourse away from economic or military power alone and towards a value-based model of national success. It evaluates nations on three broad dimensions of responsibility: how they treat their citizens, how they handle environmental challenges, and how they behave on the international stage. Rather than ranking purely by GDP or hard power, the RNI emphasises ethical governance, social inclusion and sustainable policy outcomes.
At the launch event, Kovind said the index was “an important step towards understanding what makes a nation responsible in the 21st century”, adding that responsibility should be as significant a criterion as economic strength or military might. The WIF founder, Sudhanshu Mittal, described the index as a reflection of “how nations use their power to protect human dignity, safeguard the environment and contribute constructively to global peace”.
METHODOLOGY
The RNI is constructed from 58 quantitative indicators grouped under seven thematic areas and 15 sub-themes. These indicators include measures of rule of law, corruption perception, human development outcomes, environmental stewardship, climate action, treaty adherence, participation in peacekeeping, diplomacy and global cooperation. Internal responsibility captures how governments protect citizens’ rights and wellbeing, environmental responsibility focuses on sustainability outcomes and resource protection, and external responsibility assesses how nations contribute to peaceful global engagement and public goods. Data for these indicators is drawn from reputable sources such as the World Bank, United Nations agencies (WHO, ILO, FAO) and global indices including the World Justice Project.
Experts and analysts welcomed the RNI as a novel benchmark that could influence policy debates and international comparisons. An analyst from Economic Times said the index “marks a shift in how global leadership is evaluated, recognising that prosperity without responsibility is unsustainable in an interconnected world”. However, some academics emphasised that the credibility of the RNI will depend on transparency in indicator weightings and data sources as well as independent review.

This comprehensive table shows that the majority of the top 10 countries are European nations with longstanding institutional frameworks supporting governance, social welfare and environmental management. At the other end of the spectrum, fragile states facing conflict or governance challenges occupy the lowest ranks.
With global discussions on climate change, human rights and equitable development gaining traction, the Responsible Nations Index adds a new lens of ethical responsibility to the assessment of national performance, signalling a potential shift in how countries are compared on the world stage.
