NOIDA: The Uttar Pradesh government has approved plans to develop a 75-acre artificial intelligence and robotics hub in Noida as part of its push to become a leading destination for deep technology innovation in India. The proposed project, PRAGATI (Park for Robotics, Artificial Intelligence, GPU Clusters and Advanced Technical Innovation), will house AI computing infrastructure, robotics testing facilities, startup incubation centres and advanced research labs.

The decision was taken during a review meeting chaired by Chief Minister Yogi Adityanath on the initiatives of the state’s IT and Electronics Department. The government expects the project to create over one lakh direct and indirect employment opportunities over the next five years while strengthening Uttar Pradesh’s position in emerging technologies such as artificial intelligence, robotics, semiconductor design and quantum computing.

PRAGATI to offer end-to-end deep tech ecosystem

Unlike a conventional IT park, PRAGATI is planned as an integrated ecosystem where research, product development, testing, manufacturing and startup support will operate from a single location.

The proposed infrastructure includes shared GPU clusters to provide high-performance AI computing infrastructure for startups, researchers and technology companies, physical AI data centres, robotics testing and certification facilities, motion capture laboratories, rapid prototyping centres, advanced manufacturing units, research and development facilities, co-working spaces and startup incubation centres.

According to the state government, the initiative aims to position Uttar Pradesh as a global hub for deep technology by bringing together research institutions, startups, manufacturers and investors on a single innovation platform.

Focus on robotics and physical AI

The project places significant emphasis on robotics and physical AI, a rapidly growing field that combines artificial intelligence with machines operating in the real world. The proposed facilities are expected to support the testing, validation and certification of industrial robots, autonomous systems, drones and AI-powered automation technologies.

Motion capture laboratories and rapid prototyping facilities are also planned to help companies accelerate product development and improve research capabilities.

Two specialised U Hubs announced

Alongside PRAGATI, the Uttar Pradesh government has announced two specialised innovation centres known as U Hubs.

The Noida U Hub will focus on quantum computing, semiconductor design, robotics, physical AI, defence technology and advanced biotechnology.

The Lucknow U Hub will specialise in applied AI, GovTech, healthcare technologies, industrial AI, biosciences and agricultural biotechnology.

The state government has allocated ₹100 crore for these U Hubs in the 2026-27 financial year.

Employment and economic impact

The government estimates that the project will create over one lakh direct and indirect employment opportunities while generating more than ₹2,000 crore in Gross Value Addition (GVA) over the next five years.

Officials believe the initiative will attract global technology firms, AI startups, robotics manufacturers, semiconductor companies, research institutions and investors to Uttar Pradesh.

Why Noida was selected

Noida has emerged as one of India’s fastest growing technology and electronics manufacturing hubs. Its existing electronics manufacturing ecosystem, expanding data centre capacity, proximity to the upcoming Noida International Airport at Jewar, access to the Dedicated Freight Corridor, strong road connectivity and availability of a skilled workforce were key factors behind selecting the city for the project.

The region already hosts several electronics manufacturers, making it suitable for building a large-scale deep tech ecosystem.

Policy support and skill development

The state government also plans to revise its IT policy to simplify land allocation, improve ease of doing business, attract Global Capability Centres (GCCs), support startups and encourage technology investments in Tier-2 and Tier-3 cities.

In addition, Uttar Pradesh will introduce industry-focused skill development programmes in artificial intelligence, machine learning, cybersecurity, cloud computing, semiconductor design and data science to prepare a workforce for future technology industries.

Strengthening Uttar Pradesh’s deep tech ecosystem

If implemented as planned, the PRAGATI project could significantly strengthen Uttar Pradesh’s deep-tech ecosystem by expanding AI infrastructure, promoting robotics innovation and attracting high-value technology investments.
