India 52-Satellite Surveillance Network Explained: SBS-III Project, Cost, Timeline and Significance

NEW DELH: India is set to significantly expand its military space capabilities with the deployment of a 52-satellite surveillance constellation by 2029. The ambitious project aims to provide enhanced monitoring of activities along the country’s borders with China and Pakistan, while also strengthening surveillance across the Indian Ocean Region.

The satellite network is being developed under the third phase of India’s Space-Based Surveillance (SBS-III) programme. Approved by the Cabinet Committee on Security, the project is estimated to cost around ₹27,000 crore and represents one of India’s largest defence space initiatives to date.

Under the programme, 52 surveillance satellites are planned under the SBS-III programme, with initial deployments expected from 2026 and the constellation targeted for completion by 2029. Of these, 21 satellites will be developed by the Indian Space Research Organisation (ISRO), while 31 will be built by private Indian companies, marking a major expansion of private sector participation in the country’s defence and space sectors.

The project will be overseen by the Defence Space Agency and the National Security Council Secretariat. The satellite constellation will include a mix of electro-optical and Synthetic Aperture Radar (SAR) satellites placed in Low Earth Orbit and Geostationary Orbit. The SAR satellites will provide imaging capability during both day and night and in all weather conditions.

Strengthening National Security

The primary objective of the programme is to improve India’s ability to monitor military movements, missile deployments, naval activities and other strategic developments along its borders and in surrounding maritime regions.

Defence experts say the project will significantly enhance India’s situational awareness and support military operations by providing accurate and timely information to commanders on the ground. The satellites are expected to significantly reduce surveillance gaps, increase revisit rates over areas of interest and enable faster intelligence gathering.

The constellation is expected to provide dedicated surveillance support to the Indian Army, Navy and Air Force, strengthening coordination across the country’s armed services.

The system is also expected to strengthen maritime surveillance in the Indian Ocean, a region of growing strategic importance.

The initiative reflects India’s increasing focus on space as a critical domain of national security. Traditionally, India’s space programme was largely civilian in nature, focusing on communication, weather forecasting and scientific missions. However, changing security challenges and advances in military technology have accelerated the development of dedicated defence space assets.

Growing Focus on Space-Based Security

India’s investment in the SBS-III programme reflects the growing importance of space-based assets in modern military planning. Enhanced surveillance capabilities are expected to improve the detection of troop movements, missile launches, drones and other potential threats while supporting faster decision-making by the armed forces.

Comparison with Existing Capabilities

India currently operates several surveillance and Earth observation satellites, including the RISAT, Cartosat and GSAT series. While these satellites provide valuable intelligence, the new constellation will dramatically increase coverage and revisit rates, allowing multiple observations of the same area within a short period. This will help create a more comprehensive and continuous picture of developments on the ground.

The programme builds on earlier phases of India’s Space-Based Surveillance initiative launched in 2001 and expanded in 2013, marking the next stage in the country’s military space capabilities.

The 52-satellite network represents the most ambitious military surveillance space programme undertaken by India to date. The project also aligns with global trends, as major powers increasingly rely on space-based assets for intelligence, reconnaissance and military communications.

Boost for India’s Private Space Industry

A key feature of the programme is the involvement of private companies in building the majority of the satellites. This reflects the government’s broader effort to encourage private participation in the space sector and build a domestic ecosystem capable of supporting national security requirements.

Industry analysts believe the project will create opportunities for Indian space startups, satellite manufacturers and technology firms, helping strengthen the country’s position in the rapidly growing global space economy.

Strategic Significance

The deployment of the surveillance constellation is expected to provide India with a persistent space-based monitoring capability. By reducing intelligence gaps and improving response times, the network could enhance the country’s ability to monitor developments along its borders and in surrounding maritime regions.

As space becomes an increasingly important component of modern warfare, the SBS-III programme marks a significant step in India’s efforts to build an integrated defence space architecture and strengthen its long-term security preparedness.
